How do we know this is a qualitative program evaluation?

Read the following scenario and then answer the questions that follow. A school district has been implementing an new model of literacy education for students with disabilities in grades 2-5 for two years. Literacy instruction includes separate daily lessons in word study, reading, and writing. Teachers have collected student work and kept logs regarding their practices. The principal conducted a survey of teachers regarding the new literacy program. She feels that it is time to study the pilot of the program to determine whether it should be continued. 1. How do we know this is a qualitative program evaluation? How would these qualitative data be helpful to administrators evaluating the literacy program? 2.
